Trial Date Set For Security Guards Involved in February Legislator Town Hall

Yesterday, Sept. 3rd, a hearing was held regarding the charges brought forth by the CDA City Prosecutor against the security guards that were at the Legislator Town Hall in February of this year. The charges range from misdemeanor battery, false imprisonment, to security agent violations - depending on the defendant.
Mr. Hunter, representing the city of Coeur d'Alene, made a motion to continue. He cited staffing issues and a professional conference as his reasoning for needing the trial date to be moved. The city of CDA has 2 lawyers handling more than 500 cases each, with a new lawyer being currently trained to help light the case load.
The various lawyers for the defendants discussed trial logistics. How long it will last, etc. Judge Walsh scheduled time for pre-trial motions on Nov. 24th, with the trial to start on Dec 15th. It was also agreed that the motions to dismiss would be heard in November.
Two questions:
1) Has Mr. Hunter consider dropping charges/cases on items that are not a threat to public safety to lighten his workload?
2) Why was the person who decided to bite not charged with a misdemeanor?
