Mr. Roetter,

It’s unclear what you hope to achieve by repeatedly asking the same questions, so let me clarify a few points.

Hayden has benefited immensely from a heavily subsidized county arrangement for years. That arrangement was unsustainable, which is why the Board ended the subsidy and moved to full cost recovery. This decision was both necessary and appropriate.

For perspective, Rathdrum’s police budget was approximately $2 million in 2020–2021 for 9,500 residents and is now about $2.9 million for 12,000 residents. By comparison, Hayden sought only a $600,000 levy during that same period. Why so little?

This information is easily obtainable and underscores how favorable Hayden’s prior arrangement was. I encourage you to speak directly with Rathdrum’s officials to better understand the true cost of operating a police department.

Rather than acknowledging the unsustainable nature of the county agreement, you continue to suggest the county has wronged Hayden. That position ignores the Board’s responsibility to its own constituents. Seeking full cost recovery for contracted services is reasonable, even when it is inconvenient for the client.

You have also repeatedly requested reports that I’ve stated—both publicly and directly—are not currently available. You are also aware that I only recently began working with Motorola Solutions to develop time-tracking reports so Hayden can receive documentation of services rendered. Despite this, you continue to claim a contract breach. If you truly believe the county is in breach, it’s unclear why the city continues to contract for these services.

Moving forward, I suggest focusing on providing accurate, complete information to Hayden residents so they can make informed decisions. The current situation reflects past city leadership decisions, not misconduct by the county.

Respectfully,

Bruce E. Mattare
