Law Enforcement Should Know the Legal Powers of the County Sheriff

Who is the detective/investigator who was involved with charges regarding the February town hall event where a person was removed by the sheriff?
It looks like it was former CDA police office Hailey, who is now the appointed police chief of Rathdrum PD, and the soon to retire CDA Police Chief White.
Is it reasonable for me to expect a police officer to be able to understand the difference between the powers of the County Sheriff and his jurisdiction?

In this code it list that the County Sheriff's job to preserve the peace. It also lists that the sheriff can command others to aid him in the execution of his duties.
In light of Idaho Code 31-2202 and 19-205, why were charges of kidnapping, false imprisonment, and battery brought against the security firm individuals who were commanded by the sheriff to aid him in the execution of his duties?
