Executive Session Announcement?

I am trying to remember the last time a city council or other public entity announced in the media what their executive session was about.
Executive session topics are not normally announced. Idaho law states that a government entity can have an executive session due to a real estate transaction being discussed, an HR matter, or pending litigation. To go into an executive session, a 2/3 vote is required. If two council members vote yes and two council members vote no, how is that 2/3? If the mayor breaks the tie and votes yes to go into executive session is that 2/3? From my understanding that is not.
