Thank you to Eye on Elections for making me aware of this.
Apparently, "ID-34-433 (aka HB 339), allows for mass data collection on Idaho voters, and also allows the SOS to arbitrarily share this data with any "states or groups of states" or private NGOs that he choses to, as long as it is intended for "voter integrity." This statute is a blank check to collect and share voter Data, and could be used as a basis for digital ID.
