It is essentially an attempt to muzzle the opinions of council members who serve on area boards, appointed by the mayor. So, if the Mayor appoints a city council member to the sewer board or the airport board, they can only vote how the city/mayor wants them to.
This seems to be anti free speech and unconstitutional since it takes away the city council members mandate to represent the constituents.
