Transparent or Not Transparent?

How is the blog for the City of Hayden transparent, when there is no credit to the author of the blog post? Is the blog written by one person? Multiple people? Are elected officials writing posts? Are city employees writing posts? Putting the authors name and/or title would be more transparent.
