Mayor Not Wanting Transparency?

From Kootenai County Spectator: "Here's the problem: the bill that he (Davis) testified against was HB172 - a bill that allows city council members to question anything on a meeting's consent calendar to discuss further.

Hayden was being difficult in my opinion, and wouldn't allow anything to be questioned without the mayor's consent or a majority vote.

There were some heavy, important items that shouldn't have been on the consent calendar and, when asked, those items weren't allowed to come off and be discussed.

Why would a mayor not want transparency in the way a city council runs meetings?"
