Here is an email I received from the Idaho Transportation Department District 1 Field Operations Manager regarding concerns over trees being removed past the right of way along state highways in North Idaho.
"Thank you for reaching out and sharing your concerns about the ongoing tree removal activities along our state highways.
I want to assure you that the Idaho Transportation Department does not, and will not, remove trees outside of our designated right of way unless we have a formal agreement in place with the property owner. This is not just department policy—it is a legal requirement that we strictly follow. In some cases, we do work in partnership with entities such as utility companies, the U.S. Forest Service, the Idaho Department of Parks and Recreation, the Idaho Department of Lands, timber companies, or private landowners to address hazardous trees near the roadway when there is a shared interest in improving safety. However, we do not trespass or remove trees from private land without permission.
The tree clearing you may have observed is part of an ongoing effort to remove hazard trees within our right of way. These are trees—dead, leaning, or otherwise—that pose a risk of falling into the roadway and potentially causing serious crashes, injuries, or fatalities. Even trees that appear healthy can fall during storms or high winds, which is why this preventative work is so important for public safety.
It’s also worth noting that not all tree removal near highways is performed by ITD. Private property owners, utility companies, and timber operations often conduct their own thinning or logging work adjacent to highways. While any work occurring within our right of way requires a permit, many of these activities happen entirely on private land and are not under ITD’s jurisdiction.
We recognize that tree removal can be a sensitive issue, especially in scenic or forested areas, and we are committed to balancing safety with stewardship. If you have additional questions or would like to discuss a specific location, please don’t hesitate to reach out.
Sincerely,
Nick Primmer
D1 Field Operations Manager"
