Chihuahuas with Microphones

Kootenai County Commissioner Bill Brooks explains why he left the Republican Party and why he doesn't want the local Republican Party to "control the county commissioners."

Bill says he wants a more balanced commission. Um, it's already 2-1. Does he need complete "consensus"?

"...the refusal to let anyone else speak, they are like chihuahuas with microphones, and it's the same 50 or 60 people that go from place to place."

Am I understanding him right? People that have the time to be involved and go to multiple meetings are chihuahuas with microphone? It's one thing to think that. It's very rude to say that outlaid as an elected official.
